The raikou clan

Clan name:

Keke genkai: blood limit, dojutsu

Elements: lightning and any other type.

Clan History: The Raikou were said to be descended from Hyuuga who lost their Byakugan eyes due to a mutation of their chakra that caused their Byakugan not to form properly, instead becoming yellow and glowing.

This wouldn't have been a problem, except that this mutation also prevented them from using their Hyuuga Style Taijutsu. Put simply, when a Hyuuga with the mutation attempted to activate Byakugan and use the Clan Taijutsu, he found he couldn't see the way most Hyuuga saw, and without that sight, they couldn't use the Clan Jutsus. These Hyuuga were cast from the clan because the Hyuuga were afraid the new, mutated Eyes, eventually named Dendougan due to the prowess one gained with Raiton with the Eye, would eventually destroy the clan completely. (It seemed the Raikou mutation, Dendougan, was the more dominant genetic trait; Those born with the mutation have bright sky blue eyes) 

For the most part, casting out the Raikou did do what was intended: The Byakugan eye remained, and no others with the Dendougan mutation has been born since. The Raikou cast-outs, however, humiliated and hated by their former clan, left in fury. 

In an attempt to regain the power taken from them by their "loss" of the Byakugan eye, they attempted to use their new found, albeit unwelcome, powers. Some attempted to create a more powerful eye technique, which resulted in the Arashigan Bloodline, an extremely advanced form of Dendougan. However, the secret to this eye was lost with time, and now is only used in various myths and legends. Occasionally a fully trained Raikou could discover how to use it, but it was incredibly rare, and even today the legendary power is as rare as the fabeled sages. 


Most, however, decided instead to learn more about their power. They discovered, much to their frustration, that their chakra could only convert into lightning, limiting their overall abilities with non-Raiton jutsu. 

However, they also discovered (much to their surprise at first) that even though the chakra constantly became Raiton, it also did not require handseals to convert it, only to control it. As a result, their techniques grew faster, and more difficult to predict, as the Raikou began to use less and less hand seals in their jutsu. They also discovered that their new eyes gave them other abilities, like Nightvision, by seeing the electric ions in the air. It also took less chakra to use Raiton jutsus, allowing them to use more powerful attacks earlier on. 

For a time after this, the Raikou clan staked it's own claim in the world of the shinobi. The power they held frightened all but the strongest, and even they were wary of the sheer power the Raikou members held. It was said that they were descendants of a Raishin, a Thunder God. (Possibly this rumor either began with, or was encouraged by, the Raikou themselves, as it destroyed enemy morale when they were discovered to be on the field of battle.) 

However, with the creation of the Shinobi Villages,  the Raikou clan joined kumogakure..

Dendougan (Electric Eye) - The Primary mutation, developed through use and training, has interesting prowess regarding the Raiton element, allowing them to use most Raiton jutsu without seals, and all Raikou members have a Raiton affinity, whether primary or otherwise. Their prowess with Raiton reaches dangerous levels, and all Raikou, with the Dendougan active, can see in the dark by fousing on the electric ions in the air, amplifying light for their eyes. Also, for the Raikou, Raiton jutsu takes less chakra to perform, allowing even young Raikou to use basic Raiton. In fact, the ability to perform Raiyubi, Thunder Finger, a signature jutsu of the Raikou, is considered a Rite of Passage to adulthood, as it reveals how skilled the child is with Raiton without needing handseals. When active, the Eye makes like the Byakugan in that the veins around the eye pulse and grow. Though from there, all similarities end. Where the Byakugan stays white, the Dendougan turns a piercing electric yellow, and glows softly. This is because of the Raiton chakra flowing through the eyes.

Arashigan (Storm Eye) - A Secondary mutation, the powers that go with it completely dwarf the Dendougan's. Aside from the basic abilities that went with Dendougan, such as Nightvision and easier use of Raiton without needing seals, Arashigan also allows the Bearer to learn any Raiton jutsu they see in action, just from watching it. They also gain abilities regarding Raiton used against them, such as Redirection, Negation, and Absorbtion. However, in order to acquire the Arashigan, one must take upon themselves the Hiraishin Ritual (no relation to Minato's jutsu). 

The Hiraishin Ritual

At the end of the seven day Journey, should they survive, they must enter the Shrine of the Raikou Sage, the first recorded Raikou to ever bear the Arashigan. Here, they must activate their Dendougan and allow themselves to be struck by the bolts of dark lightning that immediately assail their bodies upon the activation of their Eyes. If they survive, their eyes mutate, and they walk the earth with new vision, and no longer fear the Raishin's Wrath. The Arashigan retains the 'veins' of Byakugan and Dendougan, but instead of a glowing yellow, it changes to what seems to be a purple Byakugan. By having there dojutsu on it does not drain their chakra. By using their dojutsu does not become blind.

A-ss rank jutsus 15 chakra points is taken off if the clan uses a raiton jutsu.

C-B rank jutsus 20 chakra points is taken off if the clan uses a raiton jutsu.

E-D rank 5 chakra Points is taken off of they uses raiton jutsu.

Due to learning lightning jutsu quickly at each rank they can learn 2 jutsus from the rank above their level for example, if the person is at C rank they can learn 2 B rank moves.

Well, based on this, if the eye is stolen, the dojutsu would still work, since it was mutated. Also if another eye was implanted to the clan member, wouldn't it have to have the hyuga trait for it to be mutated again...just going by the history
